Assisted this client with modification to an air emissions permit for a coal-fired cogeneration facility in Florida. At issue was the use of dry load-out of coal ash instead of ash pelletizing. The ash pelletizer, which was originally permitted to handle all the ash generated, was not performing to design capacity. An interim solution of dry ash load-out to railcars was implemented and, with this project, formally included as a “permitted” activity. Technical issues included: background PM emissions, traffic impacts, wastewater impacts, fugitive PM emissions, ash pelletizing system modifications, and specific permitted limits. Expected future work included “removing” ash pelletizing as a permitted option, and working for consistency with the on-going Title V emission estimates.
