A textile dyeing and finishing facility was issued pretreatment limits for copper which would require treatment prior to discharge of dyehouse effluent to the sewer. The limits were based on criteria designed to protect plant life with land application of wastewater sludges. To address concerns raised by the textile client, regulatory compliance assistance was provided that included a review of the facility's pretreatment requirements, a review of the city's proposed pretreatment limitations, and meetings with local authority officials to develop a schedule of compliance that allowed the facility to operate without limitations on production.
Based on assistance provided, the city reviewed its land application program and made modifications which would allow additional copper loading. As a result, pretreatment was not required.
